Background

Wholesale and distribution is one of the important components in the supply chain sector.  Bumiputera entrepreneurs are therefore encourage to venture and seize the opportunities from this promising sector and help to support those entrepreneurs in the retail business.

Towards this end, PUNB offers an entrepreneurial package to develop Bumiputera entrepreneurs into resilient wholesalers, distributors or suppliers.

PROSPER Wholesale scheme targets Bumiputera who aspires to venture or expand their wholesale, distribution or supply businesses.

The Scheme’s Objective

 To develop Bumiputera entrepreneurs involved in bulk buying and selling activity of goods and supplies.

 To provide the source of goods and supplies at the cost that helps to enhance the competitiveness of Bumiputera entrepreneurs in the retail business.
 
The Entrepreneurial Scheme

1. Funding

This scheme offers Syariah-based financing facilities from RM250,000 to a maximum of RM5 million. The repayment period for the funding is up to 7 years.

The fund is provided for the purposes of working capital, purchase of stocks and assets and others that are related to the needs of the proposed business. 
 

2. Business Services
 
Besides financing, this scheme also offers business services comprising monitoring, identification of the premises, networking and entrepreneur training.

All these services are meant to provide an avenue for Bumiputera entrepreneurs to seize the business opportunities, exchange ideas and experiences, widen their network to ensure the business progresses.
 
 Eligibility Criteria

Entrepreneur
 Bumiputera
 Must possess strong entrepreneurial characteristics like honesty, confidence, resilience, positive mind and attitude, creativity and strong self-discipline
 Knowledgeable  in the business or having the experience in existing business or has secure a contract / rights to distribute / supply the  goods
 Able to provide at least 20% of the total project cost
 No unfavourable record with any financial institutions
 Fully committed to the business
 Willing to attend the courses related to the business identified from  time  to time

Business
 Must be in wholesale, distribution or supply
 Owned and managed by Bumiputera
 Strong growth potential  that provides synergy to the retail business

Business Scope

PUNB offers funding opportunity in the following areas of the business:

 Food equipment / supply
 Engineering spare parts and machinery
 Agriculture- based products
 Pharmaceutical and health care products & devices
 Cosmetics and herbal based products
 Textile based products
 Other suitable businesses related to the retail business

Evaluation Process

1. Initial Prospecting
The applicant must send in or e-mail their business proposal to PUNB for consideration. PUNB will then discuss with the applicant for more information and better comprehension of the proposal. The initial assessment is focussed on 5 key business areas namely products, market, management, operation and finance to determine the next stage of evaluation.

2. Presentation of Business Proposal  
After the first assessment, the applicant is required to present his proposal paper to PUNB’s Evaluation Committee for assessment of the proposal’s 5 business aspects and the applicant’s investment criteria.

3. Rigorous Assessment and Due Diligence
If the Evaluation Committee is convinced with the business proposal and with the applicant’s consent, a rigorous assessment and due diligence exercises will be carried out based on the 5 business aspects, corporate entity and the applicant’s background.

4. Approval and Documentation
Upon the completion of the rigorous assessment and due diligence exercises, the proposal will be forwarded to PUNB’s Investment Committee for approval, followed by the documentation process detailing the terms and conditions of the funding.  

5. Disbursement and Implementation 
Once the legal documentation and pre-disbursement requirements are being fulfilled, the fund will be channeled to the business for the intended purpose. PUNB will monitor this closely to ensure that the resources are used to achieve the business targets.    

How to Apply

To apply, please submit your complete and detailed business plan focussing on the following topics:

1.Executive Summary
Business opportunity, products, market and management; proposed amount of financing and its use, summary of five-year income statement and capital requirements.

2 Business Opportunity
Description of the products and how they can fulfill the needs of retail the entrepreneurs.

3. Business Strategy
Summary of the business strategy including financial and business development.

4.Marketing Plan
Customers’ needs, market segmentation, distribution channels, sales strategy and plan, competition and positioning.

5.Operational Plan
Daily operations plan, sources of supply, equipment, facilities and administration plan.

6. Management and Key Members of the Personnel
A detailed resume of key members of the personnel, organisation, human resource plans, incentive and compensation programmes, if any.

7. Financial Projections
5 years forecast including profit and loss, balance sheet and cash flow statements.
